India’s Nuclear Energy Sector Opens to the World

In a bold and visionary policy shift, India has decided to open its nuclear energy sector to Foreign Direct Investment (FDI)  a move that reflects the country’s growing policy maturity and strategic foresight. Beginning with an initial cap of 26%, extendable to 49%, this decision marks a transformative moment for one of the most sensitive and tightly regulated sectors in the country.

Historically, nuclear energy in India has remained under strict government control, given its strategic and security implications. By allowing foreign investment into this sector, India is signaling a new era of confidence, transparency, and global engagement.

This reform is not merely administrative; it’s a strategic recalibration  one that aligns with India’s rising global stature and its urgent need for clean, reliable, and scalable energy solutions.

To support this shift, the government is also proposing amendments to:

  • The Atomic Energy Act
  • The Civil Liability for Nuclear Damage Act


These amendments are intended to create an investor-friendly environment while upholding the highest safety and accountability standards. The ultimate goal? To scale India’s nuclear power capacity from 8 GW today to 100 GW by 2047  a 12x expansion that will significantly reduce carbon emissions and enhance energy security.

Opening the sector is just the beginning. Success will depend on:

  • A robust regulatory ecosystem
  • Uncompromising safety protocols
  • Transparent public-private partnerships


India must ensure that the growth of nuclear energy is safe, secure, and sustainable, aligned with its broader environmental commitments and international non-proliferation obligations.
